A major action by the Panchayati Raj Department in Rajasthan's Sikar district has created a stir in administrative circles. Following the recent visit of Panchayati Raj Minister Madan Dilawar, serious negligence in sanitation was revealed, leading the department to take strict action and suspend 11 officials. Notices have also been issued to several officials and employees, creating a stir within the entire department.
Action intensified after the minister's visit
About six days ago, Minister Madan Dilawar visited various areas of Sikar district. During this visit, he observed deficiencies and negligence in the sanitation system. He warned the officials on the spot and clearly stated that strict action would be taken against those who were negligent.
Following the visit, the opposition, particularly the Congress, continued to question the delay in action. Now, the department's action is being seen as a result of that pressure and the minister's directives.
These officers were punished
According to departmental orders, officials from several blocks have been suspended. These include development officers, assistant development officers, additional development officers, assistant engineers, and other officials.
The suspended officers mainly include:
Development Officer of Laxmangarh, Roma Saharan
Assistant Development Officer of Ratangarh, Dilip Kumar Soni
Laxmangarh's Additional Development Officer Banwarilal Meena
Assistant Engineer of Ratangarh, Gopesh Kumar Nirala
Ramprasad Bagadia, Progress Dissemination Officer of Piprali
Laxmangarh's Assistant Engineer Virendra Chahar
Acting Development Officer Surendra Kumar Sharma
Assistant Development Officer Birbal Singh
Palsana Assistant Engineer Mahendra Kumar
Additional Development Officer of Piprali, Ratanlal Gurjar
Ratangarh Development Officer Jagdish Vyas
All of them are accused of negligence in cleanliness work.
Co-ordinator relieved from his post, notice to officials
The action did not stop there. The department:
Instructions were given to issue notices to the Chief Executive Officers of Churu and Sikar District Councils.
Orders issued to relieve coordinators of Swachh Bharat Mission from their posts
Instructions were given to remove the administrators of Gram Panchayat Sanwloda Dhayalan and Jasrasar.
It is clear from this that the department does not want to take any laxity at any level in this matter.
There will be strictness at the village level as well
The minister has clearly indicated that action will not be limited to officials. Strictness will also increase at the village panchayat level.
The Village Development Officers of Sanwloda Dhayalan, Khatipura, Jasrasar, Raiwasa, and Palsana have been suspended. A show-cause notice has been issued to the Village Development Officer of Bajaur.
There is a possibility of further action in the coming days.
Officials' clarification: Lack of resources is the main reason
Although the officials are refraining from speaking openly after the departmental action, many officials are secretly saying that:
There was not enough budget available for cleaning
There is a huge shortage of staff
Lack of resources affected work at the ground level
He argues that these problems worsened the situation, the consequences of which have now emerged in the form of strict action.
Increased turmoil in the administration
This massive crackdown has sent shockwaves throughout the Panchayati Raj Department. The move is being seen as a manifestation of the government's "zero tolerance" policy, especially on a sensitive issue like sanitation.
Now it will be important to see how much improvement is there in the sanitation system at the ground level after this action and whether the department is able to solve problems like lack of resources.
