There's no clarity on whether the Panchayat elections in Rajasthan will be held on time. The election process appears to be stalled due to a lack of crucial data related to Other Backward Class (OBC) reservations in the state. Lack of coordination and evasion of responsibility between various government departments have exacerbated this problem.
The entire case was stalled due to lack of data.
The Panchayati Raj Department has not yet been able to provide OBC population data in the prescribed format. These data are crucial for determining reservations at the Panchayat level.
The OBC Commission says that the data provided earlier was incomplete and erroneous, on the basis of which it is not possible to decide reservation at the ward level.
The commission took a major step after not getting cooperation from the collectors.
The OBC Commission wrote a letter to the Chief Secretary on 24 February 2026 complaining that correct and complete information was not being received from the District Collectors.
Commission Secretary (Advisor) Ashok Jain clearly said that reservation cannot be determined until correct data is available.
Letters galore: departments shifting responsibility to each other
In this entire matter, only correspondence seems to be going on at the administrative level.
The Chief Secretary referred the matter to the Panchayati Raj Department.
The Panchayati Raj Department shifted the responsibility to the Planning Department.
The Planning Department said that work will start.
A month has passed in this process, but no concrete progress has been made so far.
The commission's tenure is limited to March 31st.
The OBC Commission's term is only until March 31, 2026. Therefore, it seems unlikely that the Commission will be able to obtain all the necessary data within the stipulated time and submit its report to the government.
What is the new format, why is the data important?
The Commission has issued a detailed format for deciding reservation at the Panchayat level, which includes-
Details of District, Panchayat Samiti and Gram Panchayat
Total Wards and Total Population
SC/ST population and reserved seats
OBC population and its percentage
Without the correct data in this format, the reservation process cannot be completed.
There is no need to postpone the elections
Former State Election Commission Commissioner Madhukar Gupta says that conducting Panchayat elections is the responsibility of the State Election Commission, not the government.
He also said that the Supreme Court has already clarified in several cases that elections can be held even without the report of the OBC Commission.
According to the law, Panchayat elections must be held within 5 years under all circumstances.
Will the elections be held on time?
Looking at the current situation, the question arises whether the Panchayat elections in Rajasthan will be held on time.
If coordination between departments and accurate data is not established soon, the election process could become even more complicated. However, due to legal provisions, postponing the elections altogether will not be easy.
Administrative lethargy and infighting between departments seem to be the major reasons for the Panchayat elections in Rajasthan.
All eyes are now on whether the reservation process can be completed by collecting data within the stipulated time frame or whether the elections will be held without OBC reservation.
